Note:  Clock offsets are now determined using the Odetics GPS
       receiver at the VLA.  The clock offsets in this table, 
       contrary to prior months, are now the numbers which should
       go directly into the correlator job scripts.  We have added
       a column of rates as well.  The date and time for the clocks
       table in the job script should be taken from this file 
       (UT Start).  No clock searches should be necessary.
