This dynamic observation replaces BT064C which was abandoned since two stations
failed to observe.

BT064C:

This dynamic observation was originally called bt064a. It was
changed prior to insertion to the the dynamic queue to bt064c,
to avoid confusion with the two other parts of bt064, a & b, 
which are scheduled observations.
