Note:  Since the Odetics GPS receiver at the VLA was removed and sent
       to HN, and has yet to be replaced, we can, at least 
       temporarily, no longer use the GPS time to estimate the clock 
       offset at the VLA.  The clock offsets below are estimated using the
       counter at the VLA that measures the difference between the Trak
       GPS receiver and the L108 formatter clock.   We should make 
       correlator jobs with these numbers and then run a trial 
       production.
